Before he even approaches a publisher he needs to copyright his poems and ideas as they can easily steal them and take them as their own, less likely with a christian publisher i know.
To do this as you may be aware he can simply send a copy of them in the post (with pentamiter (sp?) possibly) and simply keep the envelope un-opened in a safe place so he can always proove the originality of his work.

As far as publishing goes, as with music people normally have a fan base before they approach or are approached by a record label. I assume the same with publishing, so perhaps blog bits of pieces of it about. I know that bebo have just started an authors section, Myspace may have one too, all this is to develop a following of people that like and appreciate his work.
